Uganda’s Minister of Local Government, Raphael Magyezi, has directed outgoing local government leaders across the country to prepare comprehensive handover reports and surrender all government assets in their possession before the swearing-in of newly elected councils next year.
In a directive dated April 13, 2026, addressed to district chairpersons, city mayors and municipal mayors, Magyezi said the current term of office for local government councils will officially expire on May 12, 2026, following the recently concluded General Elections.
The minister instructed outgoing leaders to hand over all government property, records and responsibilities to Chief Administrative Officers (CAOs) and Town Clerks before the expiry of their term in office.
“Out-going Chairpersons are required to prepare comprehensive hand-over reports and hand-over all Government Assets in their possession to the respective Chief Administrative Officers or Town Clerks by the said date,” Magyezi said in the communication.
According to the directive, newly elected local government councils are expected to assume office between May 13 and May 29, 2026, in line with Article 291(2) of the Constitution of Uganda.
Magyezi further directed Chief Administrative Officers and Town Clerks to ensure a smooth and orderly transition process in accordance with the Local Governments Act, Cap 138. The guidance also applies to lower local government councils across the country.
The minister commended outgoing local government leaders for their contribution to the implementation of government programmes and socio-economic transformation initiatives during their tenure.
“I wish to take this opportunity to sincerely thank and commend the work of the out-going District Chairpersons, City Mayors, City Division Mayors, Municipal Mayors, Municipal Division Mayors, Chairpersons of Town Councils and Sub-County Councils across the country,” Magyezi stated.
He noted that the leadership of the outgoing councils had contributed significantly to the achievements of the NRM government and the aspirations of Ugandans.
Magyezi also said the government was looking forward to building on the achievements of the outgoing councils to further accelerate Uganda’s socio-economic transformation agenda.
